what are the required steps to open a cinema in a country?

This is more like creating something that benefits the community. it is supposed to be more like creating something that will drive the youth from negative behavior. I am just starting this and don't have any experience in it ,so i need to know the "how to's " of this. in simple detail it is not a cinema but just to get a community hall and use it for that just for a few days.
